In response to the 9/11 attack, New York has worked to strengthen their infrastructures and make them resistant to terrorism. To date, New York State has received more than “$6 billion” in anti-terrorism money from Washington (Brill). “These funds have been allocated for critical infrastructure protection, counter-terrorism and law enforcement, cyber security, health emergency preparedness and other emergency services” (Ten Years after 9/11).
In particular, “more than $10.5 million has been provided to advance the capabilities of the State’s 12 local FBI-certified Bomb Squads, and targeted funding has also been allocated for HazMat, Technical Rescue, and Explosive Detection Canine Teams (more than $3.5 million in FY2009-FY2010 alone). While all of these improvements to New York’s hard infrastructures and soft infrastructure (i.e. law enforcement, emergency services, etc.) have produced results and thwarted attacks, there are still shortcomings.
Over $800 million is spent annually on the national Air Marshall program, but “there have been more arrests of air marshals since 9/11 (for off-duty conduct such as drunk driving) than by air marshals for conduct in airports or on planes” (Brill). Meanwhile, the number of TSA agents has been greatly reduced due to budget cuts, creating long security lines and the probability of overlooking a potential threat (Willis). These crowded areas in pre-screened areas also serve as an easy target for terrorists
