This literature review of twelve previously published research articles has focused on summarizing some of the effects of poverty on children. The selected articles all focused on the major effect of poverty on children, and were sorted into four sub-categories or themes based upon a specific focus areas of this complex and not yet fully understood issue. These themes included developmental, educational outcomes, health, and parenting effects, and how they were impacted by children living in poverty. Impact on Development The developmental theme included reviews of four articles, each with a slightly different focus. In a paper researching the racial/ethnic differences in processes and effects (McLeod and Nonemaker, 2000) using a sample of 4-9 year old children from the 1992 wave of the Children of the National Longitudinal Surveys of Youth data set, the conclusion was that a significantly stronger effect of the persistence of poverty over time on child problems was noted in Caucasians than for Hispanics, and for Hispanics more so than African American children. In focusing on the interpersonal impacts of poverty on Turkish children (Ozkan, Purutcuoglu, and Hablemitoglu, 2010), the topics of health, cognitive development, socio-emotional development, stress, parenting, literacy /education, housing and communities were discussed, concluding that this is a global issue with poverty in other countries impacting children in Turkey. The researchers also recommended that more research needed to be done to better understand this complex issue and the factors that impact it. Whether you're white, African-American, or Hispanic, poverty for today's youth has many recurring themes. A recent article by Duncan and Brooks for The Education Digest points out some very discerning facts that face today's poor youth. "Low Income is linked with a variety of poor outcomes for children, from low birth weight and poor nutrition in infancy to increased chances of academic failure, emotional distress, and unwed childbirth in adolescence." (Duncan& Brooks, pg. 1). They also claim that low-income preschoolers show poorer cognitive and verbal skills because they are exposed to fewer toys, books, and other brain-stimulating items at home than their higher-income classmates.

According to the Children's Defense Fund, 13.5 million children living in America today are poor, and 5.8 million of them are living in extreme poverty, with incomes below half the poverty line. The issues related to poverty -- from substandard housing and malnutrition, to inadequate health and child care services, to severe emotional stress and violence -- are complex and interconnected. Therefore, attempting to understand the problem and propose possible solutions appears to be an overwhelming task. Garbarino effectively provides a lens through which to view the social forces affecting childhood development. Aletha Huston, on the other hand, in her book Children in Poverty: Child Development and Public Policy, proposes a "child-centered" analysis, which focuses on the child's healthy development as "a goal in its own right," rather than as part of a larger social-economic context.

According to the U.S. Census Bureau, in 2014 African Americans held the highest poverty rate of 26%, with Hispanics holding the second highest rate at 24% (DeNavas-Walt & Proctor, 2015). When comparing this to the poverty rates of Whites at 10% and Asians at 12% in 2014, we see that in America, racial and ethnic minorities are more vulnerable to experiencing poverty (DeNavas-Walt & Proctor, 2015). In addition, discrimination is seen between genders among those living in poverty. Family households of a single adult are more likely to be headed by women and are also at a greater risk for poverty (DeNavas-Walt & Proctor, 2015). In 2014, 30.6% of households headed by a single woman were living below the poverty line compared to 15.7% for households headed by a single male (DeNavas-Walt & Proctor, 2015). Many factors such as poor wages for women, pregnancy associations, and the increase of single-woman parented families have impacted the increase of women in poverty. Children are most harshly affected by poverty because for them the risks are compounded, as they lack the defenses and supports needed to combat the toxicity surrounding them. Poverty has many influences on children under the age of 16. The research fined out that in recent year, an increasing number of children become poor, live under the poverty condition- childhood poverty lasted 10 years or more. So, what does the poverty exactly mean to children? According to Brook-Gunn and Duncan, The kids who live in the poverty condition have the low quality of schools; more likely to have domestic violence and become homeless; less access to friends, services, etc. (Brooks-Gunn et all, 1997) That points out the disadvantage and how the family income influence youngsters overall childhood, since under the poverty condition, they children do not have enough money to support for their necessary needs, they will more likely to have low self-confidence and hard to blend in with their peers. Poverty has impact on children’s achievement in several different ways. Payne (2003) maintained that the poverty could affect children achievement though emotional, mental, financial, and role models (Payne, 2003). Thus, the children from low-income family are more likely to have self-destructive behavior, lack of control emotional response and lack of necessary intellectual, that is really important for the students under the age of 16. Poverty is “the inability to acquire enough money to meet basic needs including food, clothing and shelter” (Gosselin,2009). This social disadvantage limits one’s ability to receive a quality education and it is a constant problem throughout the world accompanied with“deleterious impacts on almost all aspects of family life and outcomes for children”(Ravallion,1992). Poverty is a main factor that affects normal human growth and development in a variety of ways, primarily impacting children’s early development, social behaviour, health, and self worth.
Poverty causes corrosion of families and parental relationships parents making it extremely hard for parents to get involved in parenting and providing for the childhood basic needs. Parental stress affects the development process of a child, and extreme stress can impair the neuron pathways of the child’s brain, which is underdeveloped (Kail, 2006). As a result, continuous problems in learning, physical and mental health and learning emerge in the child’s life. Studies affirm that the prevalence of poverty is high in households with non-English residents, single parents and large families with high illiteracy levels. All these are contributing factors of poverty that result in stress. This implies that children in these families are exposed to childhood development problems, but it should not guarantee that children raised in English families do not experience childhood development
When analyzing children growing up in poverty a lot of factors come into play such as their physical, psychological and emotional development. To grow up in poverty can have long term effect on a child. What should be emphasized in analyzing the effects of poverty on children is how it has caused many children around the world to suffer from physical disorders, malnutrition, and even diminishes their capacities to function in society. Poverty has played a major role in the functioning of families and the level of social and emotional competency that children are able to reach. Children in poverty stricken families are exposed to greater and emotional risks and stress level factors.

Many studies illustrate that high quality child care helps children who have been brought up in poverty to develop skills that enable better education, jobs and earnings (Adelman). It would help to reduce poverty if more parents would invest money `into high quality child care, because children would be able to learn the skills that they should know to get a good education. In an article entitled “9 Ways to Reduce Poverty,” Larry Adelman stated that “Investments in infrastructure—fixing old bridges, building mass transit, converting to clean energy sources—and investments in vital services such as schools, childcare and eldercare generate both public benefits and jobs.” Investments in the most important buildings and structures in a community would help to create job opportunities, which could benefit people who are in poverty by allowing them the opportunity to get a job.
