Data transfer systems are divided into conducted media and wireless media. Cellular telephones are only one types of appliances which depend on radio waves to successfully operate. Because cell phones belong to the wireless industry, it is not possible to organize suitable standards. Current business theories cannot organize and predict dynamic industries, such as the wireless industry, because several companies in the industry coexist and evolve together, so they inevitably affect each other and form irregular movement patterns on the market (Seo & Mak, 2010). The current progress in advancement of cellular telephone technology does not allow cell phones to use only one protocol standard because it is economically inefficient and technically impossible. The communication infrastructure is crucial to national well-being, but competitiveness and monopolization tendencies require regulations to keep the industry productive (Wu, 2006).
