In many prisons across the country, overpopulation is flooding the prisons creating a volatile environment. With many prisons shutting down prisoners are sent to other jails. This is even happening to death row inmates. The criminals put here are spending sentences for everything from breaking and entering to murder. With all of these inmates feeding off of the taxpayer’s money, can they do anything to pay their way? Educating inmates has a huge impact on how they react to changing environments, even helping inmates choose careers can reduce prison population and death row convictions. According to California Commission on the Fair Administration of Justice, “a system which imposes a maximum penalty of lifetime incarceration instead of the death penalty spends $11.5 million on expenses.” (California Comission on the Fair Administration of Justice, 2008) Inmates, who are or will be eligible for parole, work towards their release; inmates must advance their education and find suitable careers in order to lessen the number of inmates in the prison system, and ultimately end the death penalty. With so many people incarcerated, finding an outlet is essential to keep people out of prisons.

(NAACP, 2008) When a youth gets into trouble they are forced to pay back the community through services the courts find necessary, many youth in schools help with community service to gain credits for colleges. This also gives those without any experience to gain some, helping build skills that can later be used on job sites. We imprison seven-hundred-fifty prisoners per one hundred-thousand citizens, almost five times the earth average. Around one in every thirty-one grown-ups in the United States is in the penitentiary, in prison or on supervised release. District, state, and national disbursements on corrections expenses total to around seventy billion dollars per year and has raised to forty percent more over the past twenty years. http://www.newsweek.com/ The current corrections specialists have started to support that notion. Across the country the ratio of male inmates to women is huge. According to “Criminal Justice a brief introduction” by Frank Schmalleger It states that the ratio that for every 15 male inmates there is only one female. But that doesn’t mean that the number of female inmates aren’t rapidly increasing. Even though there are similarities within both men and women’s prisons they are still in ways different.
Instead of prisoners just sitting in a cell doing nothing, why not put them to work, "Every inmate that works saves taxpayers $5,000 a year"(Smith). There are prisoners that work in greenhouses, that generated $57 million in revenue. As budget cuts rise working prisoners become more and more valuable. Inmates are finding ways to save money by recycling there old mattress, that would of end up in landfills. Some prisons even have their inmates help clean up dirty parks around them. While the prisoners are doing this they are learning skills , that will help them with different jobs. Prisoners that do a good job get rewarded with money bonuses. Prisoners learning how to be more responsible and understand how to become a better person will help them in the up coming future. With the prisoners getting paid for bonuses for good work this will make it feel as if it’s a real job. The experience that the inmates are receiving will help them with jobs once they are released from prison. Prisoners will strive to do better with the bonuses they are receiving, and will understand again what its like work. Now with this happening this will ensure the prisoners will have a better and healthier
American prisoners receive free medical attention, housing, meals, utilities, use of exercise equipment, and laundry services. The cost of these services amount in the billions of dollars a year and government budgets are straining to accommodate these fiscal requirements. “There’s special urgency in prisons these days,” “As state budgets get constricted, the public is looking for ways to offset the cost of imprisonment” (Brown). This economic concern requires work programs to aid in the relief of financial burdens incurred from convicted criminals. Once found guilty of a crime the prisoner needs to take responsibility for the costs incurred. Prison labor has evolved from the day of hard labor, breaking rocks, and making license plates to manufacturing, data processing, electronics, farming, construction, and even customer relations. Prisoners in America need to work, not to be confused with slavery, for economical, recidivism, and responsibility concerns. Work programs are crucial if taxpayers are tired of paying the cost for prison's financial liability, prisoner's family support, and release support programs.
The U.S is only 5% of the world’s population and houses a quarter of its prison inmates; well over 2 million people. In the past decade the war on drugs has filled many state and federal prisons with a numerous amount of inmates. Building new prisons is not the answer to tackling the prison overcrowding dilemma. The U.S doesn’t have the money due to economic strains, and it will not solve this issue head on as needed. “California may be forced to release up to 33,000 prisoners by 2013” (Shapiro & Wizner, 2011, p.1.). Some women and men do not belong in prison, and should be given other opportunities to sought help. Prison overcrowding is a growing concern in the U.S today. There are many different alternatives to end prison overcrowding versus releasing them into the community. For example by launching a parole support group or treatment or rehabilitation programs for inmates as well as ex-offenders, house arrest or probation are other routes to explore.

ALTERNATIVES TO INCARCERATION Valerie Hinton It is undeniable that mass incarceration devastates families, and disproportionately affects those who are poor. When examining the crimes that bring individuals into the prison system, it is clear that there is often a pre-existing pattern of hardship, addiction, or mental illness in offenders’ lives. The children of the incarcerated are then victimized by the removal of those who care for them and a system which plants more obstacles than imaginable on the path to responsible rehabilitation. Sometimes, those returned to the community are “worse off” after a period of confinement than when they entered.

Overcrowding in our state and federal jails today has become a big issue. Back in the 20th century, prison rates in the U.S were fairly low. During the years later due to economic and political factors, that rate began to rise. According to the Bureau of justice statistics, the amount of people in prison went from 139 per 100,000 inmates to 502 per 100,000 inmates from 1980 to 2009. That is nearly 261%. Over 2.1 million Americans are incarcerated and 7.2 million are either incarcerated or under parole. According to these statistics, the U.S has 25% of the world’s prisoners. (Rick Wilson pg.1) Our prison systems simply have too many people. To try and help fix this problem, there needs to be shorter sentences for smaller crimes. Based on the many people in jail at the moment, funding for prison has dropped tremendously.

In 2012, the total number of inmates incarcerated in the state and federal correctional system for was 1,571,013, of which 108,866 of those inmates were females. In the last two decades, until 2009, women were the fastest growing population within the state and federal correctional institutions. Since 2009, the number of inmates incarcerated in state and federal correctional facilities has slowly declined mainly due to public policy changes in both state and federal laws. California accounted for fifty one percent of the decrease in the overall population due to the Public Safety Realignment policy that mandated a decrease in the inmate population to alleviate overcrowding; this led to a 25.5 percent decrease in the female population in California alone. (Carson & Golinelli, 2013)
This model of corrections main purpose was to reintroducing the offenders in to the community. This Program was invented to help offenders in the transition from jail to the community, aid in the processes of finding jobs and stay connected to their families and the community. The needs of these individuals are difficult: the frequency of substance abuse, mental illness, unemployment, and homelessness is elevated among the jail population.
The “Tough on Crime” and “War on Drugs” policies of the 1970s – 1980s have caused an over populated prison system where incarceration is policy and assistance for prevention was placed on the back burner. As of 2005, a little fewer than 2,000 prisoners are being released every day. These individuals have not gone through treatment or been properly assisted in reentering society. This has caused individuals to reenter the prison system after only a year of being release and this problem will not go away, but will get worst if current thinking does not change. This change must be bigger than putting in place some under funded programs that do not provide support. As the current cost of incarceration is around $30,000 a year per inmate, change to the system/procedure must prevent recidivism and the current problem of over-crowed prisons.
With the substantial increase in prison population and various changes that plague correctional institutions, government agencies are finding that what was once considered a difficult task to provide educational programs, inmate security and rehabilitation programs are now impossible to accomplish. From state to state, each correctional organization is coupled with financial problems that have depleted the resources to assist in providing the quality of care in which the judicial system demands from these state and federal prisons. Judges, victims, and prosecuting attorneys entrust that once an offender is turned over to the correctional system, that the offender will receive the punishment imposed by the court, be given services that aid in the rehabilitation of those offenders that one day will be released back into society, and to act as a deterrent to other criminals contemplating criminal acts that could result in their incarceration. Has our nation’s correctional system finally reached it’s critical collapse, and as a result placed American citizens in harm’s way to what could result in a plethora of early releases of inmates to reduce the large prison populations in which independent facilities are no longer able to manage? Could these problems ultimately result in a drastic increase in person and property crimes in which even our own law enforcement is ineffective in controlling these colossal increases in crime against society?
All over America, crime is on the rise. Every day, every minute, and even every second someone will commit a crime. Now, I invite you to consider that a crime is taking place as you read this paper. "The fraction of the population in the State and Federal prison has increased in every single year for the last 34 years and the rate for imprisonment today is now five times higher than in 1972"(Russell, 2009). Considering that rate along crime is a serious act. These crimes range from robbery, rape, kidnapping, identity theft, abuse, trafficking, assault, and murder. Crime is a major social problem in the United States. While the correctional system was designed to protect society from offenders it also serves two specific functions. First it can serve as a tool for punishing the offender. This involves making the offender pay for his/her crime while serving time in a correctional facility. On the other hand it can serve as a place to rehabilitate the offender as preparation to be successful as they renter society. The U.S correctional system is a quite controversial subject that leads to questions such as how does our correctional system punish offenders? How does our correctional system rehabilitate offenders? Which method is more effective in reducing crime punishment or rehabilitation? Our correctional system has several ways to punish and rehabilitate offenders.
