Final Project: Creating a Social Program I have decided to create a social program that identifies the social problem of Homelessness. The new human services, social program will target helping homeless individuals and families to get off the streets. In order to have a successful program I have to come up with an outline and cover all of the basics. This program will have many different resources available to homeless or about to be homeless individuals and families. There are so many homeless people out there and her in the state of Florida there are not many places for homeless people to turn to for comfort and safety. So I am truly excited to be creating this new program that will help many people to go forward and live wonderful and successful lives, no matter what they have been through. Throughout this paper I will be discussing some of the things that are needed in order to start an organization. This paper will serve as an outline or an information source on how to create a social program as well as the social program that I am creating. Basic Information and Demographics The name of the social program that I have come up with is called New Beginnings. This organization will be a community service program for the homeless population. Deciding on a place to put the organization is very important because it is best to try and target an area that is in need of the services. After some careful research the demographic area that I have chosen to place this organization is Miami, Florida. I have chosen this particular area because homelessness is a steadily growing problem in Miami Florida, this is mainly due to lack of affordable housing. Most individuals would suggest creating a homeless shelter, but that solution is unrealistic due to budgets, and the lack of funds from the community and Calvary Chapel. The cost of these solutions is reasonable and within reach. The solution will provide jobs and offer a sense of self-esteem most homeless have lost. The homeless as well as the community will thrive from this program and lives will be changed. Individuals, who were stuck on the street cold and alone, will be given the opportunity to go out and make a change in their lives. Although, many might suggest that many homeless are ex drug addicts or alcoholics, there are many who do not have the financial stability to survive and live a life of normality but will do what it takes to change their situation. Hess suggests that, “What many people need is an opportunity to get back on their feet and develop their own income” (Feuer, 2012, para.15). The Dallas County has over 80 percent of the homeless population who live directly in Dallas and the rest are scatted around the area. The living condition is not satisfactory, and almost none of them has a proper shelter for permanent residence. There are two groups that will be the main target of our program: the individuals who are unsheltered for half a year to a year, and those who live more than eight years on the street. The DMA focuses on the goal of improving their lives physically and psychologically.
Homelessness in the United States has been an important subject that the government needs to turn its attention to. There has been announced in the news that the number of the homeless people in many major cities in the United States has been increasing enormously. According to United States Interagency Council on Homelessness reported that there was an estimation of 83,170 individuals have experienced chronic homelessness on the streets of the United States’ streets and shelters on only a single night of January 2015, which is a small decrease of only 1% from the previous year (People Experiencing Chronic Homelessness, n.d.). Studies have shown that, due to the sheer stress and anxiety of being homeless, 30% of the population increase their use of drugs and alcohol. Many homeless people are employed either fulltime or part-time. According to the US Conference of Mayors2008 report, approximately 2% of the homeless population is employed for a period longer than 30 days. Most homeless people are men. The number of homeless families, single women, and unaccompanied youth continue to be a large growing group. Men currently make up 43% of the homeless population. (US Con. Of Mayors 2005). Homelessness is an issue that has become prominent within the last century because of government handouts and assistance programs. The homeless are more likely to be the victims rather than the perpetrators of crime. They are less like to commit crimes against persons or property. Crimes associated with the homeless population are non-violent and non-destructive crimes. At least one homeless person is murdered each month due to hate crimes.. Many of the homeless don’t even report crimes committed against them. Creating more shelters and programs for e homeless will only enable them to stay in their situation. Homelessness can happen to anyone unexpectedly. Many poor people are at the risk of homelessness. The cost of living and trying to find affordable housing can be very difficult. Many who are homeless are in poverty, have a mental illness, or addictions. Homelessness happens from personal, as well as structural factors. Many aren’t able to make enough for rent, as well as, utilities, food, and other expenses each month. More than 6 million Americans pay more than half of their income towards rent (Reamer, 1989). The trend is once someone becomes homeless, it is likely they will be homeless repeatedly. To end homelessness, affordable housing will have to be created because it is peoples largest single expenditure (Anderson, 2013).

Although most people know what homelessness is and it occurs in most societies, it is important to define because the forces of displacement vary greatly, along with the arrangement and meaning of the resulting transient state. The Stewart B McKinney Homeless Assistance Act of 1987 defined a homeless person as “an individual who lacks a fixed, regular, and adequate night-time residence or a person who resides in a shelter, welfare hotel, transitional program or place not ordinarily used as a regular sleeping accommodation, such as streets, cars, movie theaters, abandoned buildings, etc.” Resent surveys conducted in the U.S. have confirmed that the homeless population in America is extremely diverse and includes representatives from all segments of society, including: the old and young, men and women, single people and families, city dwellers and rural residents, whites and people of color, employed and unemployed, able workers and people with serious health problems. The diversity among people that are homeless reflects how difficult it is to generalize the causes of homelessness and the needs of homeless people. Robert Rosenheck M.D., the author of Special Populations of Homeless Americans, explains the importance of studying homelessness based on subgroups, “each subgroup [of homeless people] has unique service needs and identifying these needs is critical for program planning and design.” Despite these diversities, homelessness is a devastating situation for all that experience it. Not only have homeless people lost their dwelling, but they have also lost their safety, privacy, control, and domestic comfort.
I interviewed Linda Jo from Community of Hope, a non-profit organization, based out of the St. Johns neighborhood in North Portland. I chose to interview Linda Jo because her organization is only a few blocks from my home, and I think it is important to familiarize myself with programs that are being offered in my area. The population that Community of Hope works with is homeless families, specifically single-parent families. The purpose of this paper is to explore what Community of Hope does, Linda Jo’s role and relevant training, and the work she is doing within the community.

As a BSW prepared social worker I can help combat the problem with homelessness in my community. In order to do this I have to do several things before I put anything into action. The first thing, after graduating and obtaining a position, would be to get permission to start looking at creating a homeless program. The next thing I need to do is talk with the various agencies in my community. I need to see what exactly they have to offer for the homeless, because I do not want to duplicate services. After I have done this the most important thing I need to do is talk with the homeless about what they actually want so that I am addressing their needs effectively. After I have done these few things I need to create a committee of various people from different agencies so that it becomes a community effort to help address the homeless issue. Once the committee is formed then we can develop an action plan. Part of the action plan would be to apply for government grants, talk with the town board about creating a homeless shelter, and finding others in the community that would be willing to give their time. In the mean time we can give the homeless the necessities they need such as clean socks and shoes, proper clothing, toiletries, and blankets/sleeping bags, etc… Another part of the plan would be getting them connected to mental health services, health clinics/health insurance, and job
Performance appraisal is perceived by most as a tool to reward or penalize employees for their good or bad work respectively by the end of a year. This notion is a challenge in itself to deal with. The whole exercise becomes dull for both supervisors and their subordinates and they tend to look at it as an additional responsibility which they have to finish. In the end, there is little or no value addition for either the employee or the organization. There are, however, better ways of looking at and conducting performance appraisals. It can give much needed feedback to both performers and laggards to improve upon and if done properly can even boost their motivation. More importantly, they provide a chance to employees to have a say in their goal setting and thus aligning it with the departmental and organizational goals. Also, the process itself has a value in team making.
