Corrections in the 21st Century Date: 8/21/10 The principle of boot camp is designed in military technique semi penal environments that practice discipline, armed forces training and precise physical exercise to crack a disobedient or delinquent teenager to apparently return home as good individual. In the end, the individual is to obey authority, comply with rules and regulations, and improve the teenager behavior at home and school settings (Boot Camp Info, 2000). In most cases, there are rehabilitations or psychological involvement to deal with the underlying disturbing emotional problems which may be causing or developing the issues in the teen. The explanation is that the physical engagement of the child will allow him/her to stop acting disorderly, if the individual is place in the right institution. There are many types of boot camp operations that practice different strategies but the same philosophy in implementing their goals. Some of the boot camps are operated by the state as alternate for juvenile detention/jail. This strategy is use to deter delinquent children from the community and reform their behavior before reentering the community. Some private institutions are run to implement strict rules and regulations by getting through on individuals in camp to change their behaviors. Some boot camps are mostly designed to challenge students to follow regulations at school or restrict the students by the rules in school. This strategy can lead to enforcing physical long runs and offering difficult courses. Lastly, other boot camps are designed to shake up the individuals’ awareness of reality (Boot Camp Info, 2000). A social institution can shape individual behaviors because it can get someone used to having their life controlled daily. If someone’s actions are controlled and limited daily, they will get used to it and will seek to continue being controlled. For example, if one is used to receiving orders they will continue following through with the orders because that is what they were trained to do. In the article, “Anybody’s Son Will Do”, Dyer describes ways total institutions shape individual behaviors by explaining the method marines use to recruit new soldiers for war. When joining the marines, the methods marines use to shape the behavior of civilians begins at Parris Island when the civilians are intentionally picked up late in the day to ensure that when they arrive at Parris Island, they are tired enough to receive shock treatment. Conover begins his investigative journey as he goes through the training required to become a prison guard. The process that each potential guard has to graduate from highly resembles that of which the military uses. Perfectly made beds, matching uniforms, roll calls, shooting practice, and psychological tests are all engrained into the schedules of potential guards. When this realizations strikes the author he says, “It dawned on me that I had reported to boot camp.” The emphasis on uniformity and discipline clearly showed the correlation those who controlled prisons saw between the prisons and warzones. The reason for this program is to use innovative approaches in developing programs, which will teach youth alternatives to violence, substance abuse, anger issues, low self-esteem, and the consequences as a result of making bad choices. During, the program non-violence, team building, leadership development and communication skills is promoted. A neutral and positive setting is provided for young people, so they are able to come together from different gangs throughout the city to work on their issues and programs together. When a youth is referred to the program they have an Intake-Assessment with the family. “Together, a Program Contract/Service Plan will be developed based on the individual needs of the youth/family. Juvenile delinquency is a relatively new phenomenon. For this reason, society’s reactions and solutions to the problem of delinquency are also modern developments. The United States developed the first youth court in 1899 and is now home to many new and formerly untested methods of juvenile rehabilitation and correction. One of many unique programs within the Juvenile Justice system, boot camps are institutions designed to keep delinquent juveniles out of traditional incarceration facilities and still provide a structured method of punishment and rehabilitation. Boot camps developed in the early 1990s and quickly proliferated throughout the nation. Specifically, they are “…short-term residential programs modeled after military basic training facilities” (Meade & Steiner, 2010). Designed with the goal of reducing recidivism and preventing violent offenses, boot camps target non-violent individuals under the age of 18 and typically exclude already violent offenders. In theory, boot camps apprehend juveniles while they are committing minor delinquency and prevent more-serious crime by “giving the juvenile offender a more optimistic, community oriented outlook” (Ravenell, 2002). Fundamentally, boot camps have four central purposes; rehabilitation, punishment, deterrence, and cost control (Muscar, 2008).
Although putting juveniles into institutions, for many juvenile offenders occurred in the first decades of the 1900s, extensive use of probation for juveniles existed as well. As it does today, probation gave a middle ground nature for judges connecting release and placement in an institution. By 1927, trial programs for juvenile offenders existed in approximately every state. In the 1940s and 1950s, reformers attempted to improve the conditions found in most juvenile institutions. Alternatives to institutions emerged, such as forestry and probation camps. These camps provided a prearranged setting for male juvenile offenders, while emphasizing learning and occupational skills. Though, the efficiency of these options as alternatives to incarceration was dubious since they were not obtainable to the worst offenders. Yet, these changes marked the start of formal, community-based instruction that would turn out to be more extensive in following decades.
The recent media obsession with the scared straight program, juvenile boot camps and other scare tactics has lead to the question as to whether they actually are beneficial or not in treating adolescent criminal recidivism. On television programs like Maury (Pauvich) the answer to treating the troubled young girls who are brought to the show is boot camp. Those in charge take these girls to prisons, dangerous streets at night and often morgues to make a visual argument as to where they will end up as a result of the path they've taken. They also go through a rigorous run with drill sergeants to break down their egos. Of course it only last one day as opposed to any length of time a judge would sentence, but they get a small taste of it. Without surprise, at the end of every program of this nature, all the girls are rehabilitated and promise to go back to school, quit drugs, stealing, prostituting, and stop the abusive behavior.
Parents should be more involved with their children’s lives, and try to discipline and set rules at an early age. It is better for a juvenile to be confined rather than him/her influencing average teenagers to follow in his footsteps. It is a sad day when a teenager has to spend his/her days in a juvenile facility rather than outside enjoying his freedom and childhood. Children, who attend these programs and cannot cope with the challenges, can be easily abused. The risk in enrolling these teenagers into such disciplinary programs may either break them or make them improve their behaviors and quality of life. Teenagers who come out of these camps are stronger, disciplined, educated and even become role models to other teens can someday help other delinquents. For many teens when it comes to them overcoming traumas they get a mentor to help them overcome any fears. They can as well attend school in the juvenile centers to maintain their minds away from thinking that there in the juvenile centers. The type of classes people at juveniles centers can are art classes, gym, as well as attending regular classes like in high school.

There are individuals that regardless of the time spend in jail will not be rehabilitated, and are more than likely to reoffend when release from prison. To my believe once a person takes someone life’s or rapes and kill a person, the offender has taken away the victims’ rights and the state or federal government should do the same to the offender.
Over the years many laws and policies have been created and altered. As a result many activities have become illegal. With so many laws in place now, juvenile crime is also on the rise. More and more juveniles are being sent to prison than ever before. The goal of the juvenile justice system was to rehabilitate but now it is more focused on punishment. However, many rehabilitation programs are still in place to help delinquent juveniles get back on the path to becoming successful productive members of society. One program that comes to mind is the restorative justice program.
“The history of correctional thought and practice has been marked by enthusiasm for new approaches, disillusionment with these approaches, and then substitution of yet other tactics”(Clear 59). During the mid 1900s, many changes came about for the system of corrections in America. Once a new idea goes sour, a new one replaces it. Prisons shifted their focus from the punishment of offenders to the rehabilitation of offenders, then to the reentry into society, and back to incarceration. As times and the needs of the criminal justice system changed, new prison models were organized in hopes of lowering the crime rates in America. The three major models of prisons that were developed were the medical, model, the community model, and the crime control model.
Prison was designed to house and isolate criminals away from the society in order for our society and the people within it to function without the fears of the outlaws. The purpose of prison is to deter and prevent people from committing a crime using the ideas of incarceration by taking away freedom and liberty from those individuals committed of crimes. Prisons in America are run either by the federal, states or even private contractors. There are many challenges and issues that our correctional system is facing today due to the nature of prisons being the place to house various types of criminals. In this paper, I will address and identify three major issues that I believe our correctional system is facing today using my own ideas along with the researches from three reputable outside academic sources.
