We need to be concerned about the condition of the air that we breathe daily, because there has always been a problem with having fresh unpolluted air to breathe,dating back unto the Industrial Revolution the concern of polluted air has raised eyebrows whether it was scientists, government officials, or the general public the complaint of not pollutants in the air was a major health issue since the being of time. The reports of nineteen deaths in 1948, in the city of Denora, Pennsylvania was an eyeopener to the Washington groups, just because they were suppose to regulate industrial emissions made up of a combination of combustion products and thermal inversion these people still died.(Fleming and Knorr , 2009) So therefore it shows how very important it is to have clean fresh air versus polluted hazardous air that has an affects on Americans physically,economically, and socially. That is why there have been various legislations drawn up to combat air pollution from past to present. It has been studied by the Environmental Protection Agency (EPA) that the Clean Air Act is an important act needed to reduce the extensive rates of morbidity and mortality,associated among groups such as children and suffers of chronic lung diseases. The purpose of this memorandum is to review the cost-benefit analysis process and the pros and cons that are involved with the procedures, within the Clean Air Act. The cost-benefit analysis and how it is utilized to make regulatory decisions will be covered, as well as the results of the Clean Air Act cost-benefit analysis. The EPA conducted the research, so this will talk about the steps the EPA took to analyze it. As the population mass migrated from rural farms to industrial cities, poor air quality resulted in chronic illness and premature deaths among laborers and residents. Second, “the CAA is a good economic investment for Americans” (EPA). According to an EPA study, the benefits of the CAA are projected to exceed the compliance costs by 30 – to – 1 in the year 2020. The study concludes that the CAA positively impacts the overall “economic welfare of American households” because higher air quality leads to less adverse health problems, reducing medical visits and increasing working days, which “more than offset the economic impacts from expenditures for pollution control” (EPA).

When we think of air pollution we think of the refineries in our cities and the exhaust coming from our cars mostly. In reality there are many more pollutants that we don't think about every day. The six most common air pollutants are; “Carbon monoxide, Nitrogen oxides, Sulphur oxides, Particulate matter, Volatile organic compounds, and Ground-level ozone (nitrogen oxide and Volatile organic compounds reaction)”(David Suzuki Foundation). The fact is people are dying from air pollution and we are doing nothing to make it better, in fact air pollution is getting worse.
The Clean Air Act (CAA) of 1970, which established nationwide standards for air quality, is one such “unfounded mandate.” Although it is a federal law, states must pay the cost of implementation and enforcement.
Pollution is a major problem for all of us. People need to recognize this situation so we can start making a difference to this problem. In order to start making a difference, the federal government should increase gasoline tax by one dollar a gallon. Fifty percent of this dollar will go towards public transportation, since passenger cars and trucks are a major contribution towards air pollution, according to the United States Environmental Protection Agency, E.P.A (10/4, http://www.epa.gov/autoemissions/emsns.html). Due to the expected increase after this is put forth, the remaining fifty percent of the dollar will go towards safety on these transits. When public transportation increases, air pollution will decrease, which will lessen the harmful health risks towards the environment.

Air pollution is not something new; in fact, air pollution has been even documented as far back as the 16th century. During the industrial revolution the sights of smoke coming out from factory were a sign of prosperity. This might have been prosperity in the economic point of view, but as we can see now, in the environmental point of view it was not prosperous at all.
