Neighboring countries, United States and Canada have close ties to one another, share the same language and have many of the same fundamental and religious beliefs. It is an interesting debt as to which provides a superior healthcare system. In order to better understand the strengths and weakness of the two systems, this paper will review four important structural and functional elements of each system.

3. How is healthcare paid for?
4. How is the payment system organized?
An analysis of the US and Canada’s systems reveals advantages and drawbacks within each structure. While it is apparent that both countries could benefit from the adoption of portions of the others system, Canada’s healthcare system offers several benefits over the US system.
Who receives healthcare coverage?
Due to the Patient Protection and Affordable Care Act signed into law on March 23rd, 2010; health care in the US is presently in a state of much needed transition. As of 2008, 46 Million residents (15% of the population) were uninsured and 60% of residents had coverage from private insurers. 55% of those covered by private insurers received it through their employer and 5% paid for it directly. Federal programs covered 24% of Americans; 13% under Medicare and10% under Medicaid. (Squires, 2010)
With implementation of healthcare reform, steps are being taken over the next several years to insure all American’s. Starting in 2014, a new resource called an Exchange will be available. According to HHS, a healthcare exchange will “provide a transparent and competitive insurance marketplace where individuals and small businesses can buy affordable and qualified health benefit plans”...

One of the most controversial topics in the United States in recent years has been the route which should be undertaken in overhauling the healthcare system for the millions of Americans who are currently uninsured. It is important to note that the goal of the Affordable Care Act is to make healthcare affordable; it provides low-cost, government-subsidized insurance options through the State Health Insurance Marketplace (Amadeo 1). Our current president, Barack Obama, made it one of his goals to bring healthcare to all Americans through the Patient Protection and Affordable Care Act of 2010. This plan, which has been termed “Obamacare”, has come under scrutiny from many Americans, but has also received a large amount of support in turn for a variety of reasons. Some of these reasons include a decrease in insurance discrimination on the basis of health or gender and affordable healthcare coverage for the millions of uninsured. The opposition to this act has cited increased costs and debt accumulation, a reduction in employer healthcare coverage options, as well as a penalization of those already using private healthcare insurance.
A Canadian Dermatologist who once worked in the United States breaks down the pros and cons of Canada’s health care system and explains why he thinks the Canadian system is superior to America’s. Canada runs a single payer health care system, which means that health care is controlled by the government rather than private insurance companies. One of the main pros of the Canadian health care system is that everyone is insured. He says that in the province of Ontario, the Ministry of Health insures all of its citizens, all important health needs such as physician visits, home nursing and physical therapy are covered. At the beginning of the 20th century healthcare was a necessity in Canada, but it was not easy to afford. When Medicare was introduced, Canadians were thrilled to know that their tax dollars were going to benefit them in the future. The introduction of Medicare made it easier for Canadians to afford healthcare. Medicare helped define Canada as an equal country, with equal rights, services and respect for every Canadian citizen. Medicare helped less wealthy Canadians afford proper healthcare. Canadian citizens who had suffered from illness because they could not afford healthcare, were able to get proper treatment. The hospitals of Canada were no longer compared by their patients’ wealth, but by their amount of service and commitment. Many doctors tried to stop the Medicare act, but the government and citizens outvoted them and the act was passed. The doctors were then forced to treat patients in order of illness and not by the amount of money they had. Medicare’s powerful impact on Canadian society was recognized globally and put into effect in other nations all around the world. Equality then became a definition which every Canadian citizen understood.
United States healthcare is currently funded through private, federal, state, and local sources. Coverage is provided privately and through the government and military. Nearly 85% of the U.S. population is covered to some extent, leaving a population of close to 48 million without any type of health insurance. Cost is the primary reason for lack of insurance and individuals foregoing medical care and use of prescription medications. In comparison, Germany spent slightly more than 11% of GDP (2011) towards healthcare funding.
Out of all the industrialized countries in the world, the United States is the only one that doesn’t have a universal health care plan (Yamin 1157). The current health care system in the United States relies on employer-sponsored insurance programs or purchase of individual insurance plans. The United States spends vast amounts on its healthcare, while falling short of achieving superiority over other developed nations. One cannot overlook that the deepening recession has left many without jobs and therefore lacking health insurance. According to Fairhall and Steadman, (2009), even though the recession is hard on all, it is worse on the uninsured due to health care and insurance cost rising faster than incomes. Nevertheless, even those with jobs are lacking in health insurance due to employers, who provide insurance, are increasingly dropping their sponsored insurance. Many find that purchasing a health policy or paying for medical care out-of-pocket is cost prohibitive. “Since the recession began in December 2007, the number of unemployed Americans has increased by 3.6 million,” (Fairhall & Steadman, 2009). Due to Canada having free health care, many people see it as a positive economic system. All citizens are treated equally, which leaves them to be undeniable through any type of health care treatment (Lindenberg, 2012). No matter what the medical problem is, a clinic/hospital will ensure that that patient will receive the proper medical attention needed. Citizens receive a more enhanced treatment by doctors for a smaller price. For example, if a patient comes into a health clinic with something as little as a broken bone or stitches they will receive excellent care for an affordable price or even better, no price at all (Public Healthcare Service, 2014). Individuals have the luxury of accessing any hospital or medical clinic with no hassles. This means they have a variety of choices as to where they can go for medical services without being denied treatment. They also receive great benefits on prescription drugs and other medical products. The introductory of Canada’s health care system in the mid-20th century, known as Medicare, led the country into the proud tradition of a public health care system, opposite to America’s privatized health care system in the south. Though Canada’s health care system still holds some aspects of a privatized system, it is still readily available for all citizens throughout the nation. Health insurance, too many American citizens, is not an option. However, some citizens find it unnecessary. Working in the health care field, I witness the effects of uninsured patients on medical offices. Too often, I see a “self-pay” patient receive care from their doctor and then fail to pay for it. Altogether, their refusal to pay leaves the office at a loss of money and calls for patients to pay extra in covering for the cost of the care the uninsured patient received. One office visit does not seem like too big of an expense, but multiple patients failing to pay for the care they receive adds up. Imagine the hospital bills that patients fail to pay; health services in a hospital are double, sometimes triple, in price at a hospital. It is unfair that paying patients are responsible for covering these unpaid services. Luckily, the Affordable Care Act was passed on March 23, 2010, otherwise known as Obamacare. Obamacare is necessary in America because it calls for all citizens to be health insured, no worrying about pre-existing conditions, and free benefits for men and women’s health.
The U.S. healthcare system is very complex in structure hence it can be appraised with diverse perspectives. From one viewpoint it is described as the most unparalleled health care system in the world, what with the cutting-edge medical technology, the high quality human resources, and the constantly-modernized facilities that are symbolic of the system. This is in addition to the proliferation of innovations aimed at increasing life expectancy and enhancing the quality of life as well as diagnostic and treatment options. At the other extreme are the fair criticisms of the system as being fragmented, inefficient and costly. What are the problems with the U.S. healthcare system? The Canadian healthcare system is a socialized system that offers universal coverage to all Canadians at a cost, it is not for free. It is publicly funded and administered on a provincial basis. This means that each province collects money for healthcare from taxes. On average, each Canadian pays about $6,000-$9,000 per year- which is not that much different from the American private healthcare. The federal government collects the taxes then distributes money to each province based on the needs. The major requirement of the Canada Health Act is that all provinces, which do get federal money to deliver healthcare, have transparency and accountability, be universal and portable. This means that a Canadian living in one province can move to another province and still have the same medical coverage. The type of medical services provided is left to each province. While most of the basic health care is covered, plastic surgery for cosmetic reasons and certain other rehabilitation services are not covered.
